Spanish language interpretation, on-site childcare and light refreshments will be provided free of charge. The open house also features a raffle with door prizes! Cully = Most Diverse Neighborhood in Oregon

Cully was recently named the "Most Diverse Neighborhood in the State of Oregon," something residents and our visiting friends have long suspected. Rep this honor with pride, Cully folks!

Census 2010: Census Tract in Cully Neighborhood is Most Racially and Ethnically Diverse Census Tract in Oregon; Multnomah County CT's Dominate Top 25.

USA Today has helped develop and update national and local racial and ethnic Diversity Index ratings for more than 10 years, including updates they have recently posted using Census 2010 data.

A racial and ethnic diversity index represents The probability that two people chosen at random in a geographic area would be of a different race or ethnicity (on a 0-100 scale).

USA Today has posted on line databases for states, counties, and cities. I have used that data previously:

First Time--2010 Diversity Index Scores for 800+ Oregon Census Tracts

As a Fair Housing Month project I was pleased to discover that USA Today has also provided Census Tract level data on diversity index values that can be accessed for use by [paid] members of Investigative Reporters and Editors [I joined in hopes that they would have Census data in useful formats, so I am happy even with the additional cost of annual IRE membership].

Using the USA Today data provided via IRE I was able to construct a sortable Excel workbook HERE (see downloading tip in Note section below) with extensive data for 834 Oregon census tracts, including:

The 2010 AND census tract level diversity index values and rankings from highest to lowest. A yellow fill in a cell indicates a Diversity Index value that is lower than the State of Oregon Diversity Index value for that Census.
A column that shows the diversity index % change from 2000 to 2010 and a column which ranks that change from highest to lowest.
2010 population counts by race and ethnicity.
2010 occupied and unoccupied housing unit counts and vacancy rates.

Cully Neighborhood Census Tract Has Highest Census Tract Diversity Index in Oregon; Cully Neighborhood AND Multnomah County Census Tracts Dominate 2010 List of 25 Most Diverse Census Tracts in Oregon. Some additional observations:

The highest census tract level Diversity Index score in Oregon was Census Tract 74 in the Cully Neighborhood of Portland, with a score of 73.18. This means that nearly 3 times out of 4, a person in this Census Tract had a DIFFERENT racial or ethnic background than another random person from that same Census Tract. This Diversity Index score is 93% higher than the 2010 statewide average diversity index value of 37.94.
Combining adjacent census tracts 75 and 76, which represent the remaining bulk of the Cully Neighborhood, the Diversity Index value for these 3 census tracts is 69.61, 83% higher than the statewide average. This makes Cully the most diverse neighborhood in Portland and in Oregon (using 3 contiguous CT's as the definition of "neighborhood'). [Maps and data HERE show the location and 2010 diversity index values for these three census tracts in the Cully neighborhood].
Multnomah County has 18 of the top 25 census tracts with the highest Diversity Index values; it has NO census tracts with the lowest Diversity Index values.
Several census tracts within the top 25 Census Tract Diversity Index values are clustered together. In Multnomah County that includes the previously identified census tracts 74,75, and 76 as well as tracts 96.04, 96.05, and 96.06.
The remainder of the 25 census tracts with the highest diversity index values come from Marion County (4) and Washington County (3).
The Diversity Index score for the State of Oregon increased by 25.3% from 2000 to 2010. Percentage increases at Census Tract levels that are lower than the statewide average increase could be because their 2000 Diversity Index score was higher than the 2000 Oregon score of 30.27.
My opinion is that it would be an overreach to make judgments about individuals based on the Diversity Index scores for the census tracts in which they live. There are complex reasons why people live where they do AND our exposure to others is NOT limited to just those we would randomly encounter within our census tract. Nonetheless, it IS eye opening to see the wide range of census tract level Diversity Index scores.
Full disclosure: I live in a Lake Oswego Census Tract with a Diversity Index score of only 28.87, 24% below the 2010 Oregon statewide average.
Census vacancy rates can be elevated by presence of second homes.

Downloading Tip-This workbook was created in Excel 2007 format.Some users report when they cannot direct view Excel files in this format from within their browser and that Excel files they save end up with a compressed .zip file extension. My suggestion is to RIGHT CLICK and save the file to your PC. Then navigate to the file you downloaded and look at its file extension. IF it appears as .ZIP extension, change the .ZIP extension to an Excel 2007 extension (.xlsx), and THEN open the file with Excel 2007/2010.
I have NOT locked or password protected any cells. However, I HAVE made a copy of the original download and put it in a separate worksheet. I suggest you work with that copied worksheet so that if necessary you can go back to retrieve the original worksheet.
A handful of 2010 census tracts did not have population data when downloaded and Diversity Index values could therefore not be calculated.
Big kudos to USA Today for doing the significant work to extract diversity related data from the 2010 Census AND for making it available on line and to others (IRE) in usable formats.

Alberta Ct. Crossing Mural Update

Hi Folks, After a few summer delays, we are moving forward on the Alberta Court Crossing wall murals.

We finalized the matching grant contract with the Regional Arts and Culture (RACC); and received additional support from Central Northeast Neighbors (CNN) through the Cully Association of Neighbors (CAN) for graffiti protection.

Our resident artist, Loey Hargrove, is applying the mural outline—to walls cleaned and primed by neighborhood volunteers--and we will begin painting when the weather cools.

We now have a another fun way for you to contribution to this project.

Suggest an inspirational word to add to the mural.

In addition to the image, the mural incorporates words inspired by the theme and location. The inclusion of words, generated and painted by members of the surrounding neighborhoods, reinforces the symbiotic relationship between the commercial district and the community.

Cully-Concordia Early Childhood Needs Assessment

Early Childhood Needs Assessment Completed for Cully-Concordia

Focuses on needs of growing neighborhood's young children and families

Portland, ORE. - To assess the growing needs of families with young children and the capacity of current early childhood programs and facilities in Cully-Concordia, community leaders, school representatives, service providers and parents helped collect and analyze information to create an Early Childhood Needs Assessment, between fall 2010 and spring 2011. The final report with recommendations is the first of its kind in Multnomah County.

One of the recommendations from the community perspective (focus groups with local parents) is that young children (up to 5 years old) need places to socialize, interact and meet other children, including more developed parks, a community center, sidewalks and safe streets. Another finding is that early childhood programs, such as existing preschools, are at capacity and have substantial waiting lists.

Multnomah County's Early Childhood Council, the City of Portland and other community partners are all helping to expand eligibility for, and capacity and affordability of preshcool and childcare programs in the Cully neighborhood.

Free ESL Classes

FREE ESL Classes to restart in September

Residents of Cully/Concordia, you are invited to participate in free ESL classes, starting this fall, either as a student or as a volunteer tutor. This Portland Community College (PCC) sponsored Volunteer Literacy Tutor (VLT) program has been in the Cully/Concordia neighborhood since 2009 when a City of Portland and Portland State University research study identified a high need for English classes for adult immigrants in this area.

PCC is partnering with Hacienda CDC, Portland Public Schools, and the SUN program. We are currently negotiating with Rigler Elementary School with a view to providing classes there in the fall, two evenings a week. Meanwhile, we plan to re-start classes in the fall on Tuesdays and Thursdays at Hacienda's Salon Comunal at 6895 NE Killingsworth. Opening registration is 6:30 p.m., Tuesday, September 27^th .

Over the last two years, the program has served students from China, Egypt, Haiti, Honduras, Mexico, Russia, Somalia, and Vietnam. Some of the students participate in Hacienda's micro-mercantes program, an effort to encourage small-business entrepreneurs in the community. And it works! It is so gratifying to see a former student making her way as a vendor at the recently opened Cully market, on 42^nd and Killingsworth, every Sunday.

We have a small group of dedicated volunteers, some of whom are former teachers. We also have a valuable relationship with Concordia University, which has graciously provided trainee teachers as volunteers. But you don't have to be a teacher to be a tutor. PCC-VLT regularly provides trainings for folks who are considering becoming tutors. The next training is September 24^th at PCC-Sylvania. A fee of $20 is charged for the 12 hour training conducted over two Saturdays. Tutors are expected to make a six month commitment and to tutor both nights each week.

We have been able to provide this service thanks to our selfless volunteers and through a modest grant generously provided by the citizens of Portland through their representatives on the City Commission. The City Commission recently renewed our funding for another two years. Thank you, commissioners and fellow citizens! Local merchants and businesses have been very helpful as well.

A Concordia resident and graduate from Concordia University's MEdTESL program, the writer has been with the VLT program since 2009, first as a volunteer tutor, now as Coordinator.

Everybody who was anybody in city leadership gathered in Northeast Portland earlier this month to celebrate the completion of $5.4 million in improvements along Cully Boulevard.

The main drag of Oregon's most diverse neighborhood got sidewalks, curb extensions, street trees, traffic signals and a grade-separated cycle track. All important and overdue stuff.

Amid the self-congratulations, it's tempting to assume that the promises made to Cully are now fulfilled. Yet, just hang a quick right off the boulevard and you hit streets that lack sidewalks, streetlights and even pavement. Less than 20 blocks east sits Cully's biggest unfulfilled promise of all: The giant vacant lot that is supposed to be Thomas Cully Park.

The Parks Bureau purchased the 25-acre property, an old sand mine and landfill, for $1 in 2002. After open houses and design meetings, the City Council signed off on a master plan, which featured sports fields, walking trails and an estimated price tag of up to $18 million, in 2008.

Cully is one of Portland's poorest neighborhoods, and among the more park deprived. This park should be a priority. Over the years, city leaders have repeatedly said that it is, yet they don't have money to create the park nor a timetable for starting work. The land has been empty and unused for so long that the signs warning trespassers to stay away, the ones topped with razor wire, bear the name of Parks Commissioner Jim Francesconi. He left City Hall in 2004.

This is one of those cases that seems to demand finger pointing, if only there was someone specific to blame.

City planners barely have the time and cash to preserve the parks we've already got. Though the landfill has been covered, the garbage underneath still produces a nasty mix of gasses, including methane, so environmental regulators are at least several years away from allowing landscaping to begin. Building atop a former dump requires special care and more money to prevent, say, a soccer field from morphing into a mogul course as soil shifts. City leaders want to work with the private sector to build parks; they happily gave away naming rights to downtown's Director Park after outside donors donated more than half the $14.4 million cost. But big-pocketed philanthropists aren't quite as eager to stamp family or corporate names on land – especially an old landfill – in East Portland.

There is hope of action. Several years ago, city planners ceded much of the responsibility for Cully Park to Verde, a Northeast Portland nonprofit that helps both poor people and the environment. In 2010, Verde won a $150,000 grant from another nonprofit, the Northwest Health Foundation, for park work.

Verde activists want to install a community garden on several acres that aren't directly on top of decomposing garbage. Work on the garden, a small corner where neighbors can plant vegetables and fruit and where Verde can train future landscapers, could start as soon as next spring.

That would be a welcome addition, a green oasis amid upper Northeast Killingsworth's RV parks and auto garages.

But make no mistake: Just like the Cully Boulevard improvements, this must only be a beginning. The promise -- that every Portlander enjoys quality public services, regardless of ethnicity or income level -- remains nowhere close to fulfilled.

42nd Avenue Street Improvement Project

The four corners of the intersection at Northeast 42nd Avenue and Alberta Court sit on a conference room table, reduced to cardboard representations. The little trees and buildings look as though they could be blown away.

But the ambitious plans represented here, a revamped anchor for the worn Northeast Portland street, aren't budging.

Though 42nd Avenue didn't get chosen for the Portland Development Commission's "Main Street" program last year, businesses and associations are riding a wave of enthusiasm brought out by the application process.

"We learned that bringing people together, by connecting all these people and groups, there's a lot of spirit in the community to do these things," said Carolyn Mistell, owner of Delphina's Bakery.

The 42nd Avenue Business Association will sponsor its second annual street festival this summer. Neighborhood groups and the city recently teamed up for a massive tree planting in the island at the northern end of the street, which serves as a gateway for folks coming from thePortland International Airport.

Now the push is to redo a concrete intersection in the middle of the business strip and the place where the Cully, Concordia and Beaumont-Wilshire neighborhoods meet.

About 30 residents showed up Saturday to weigh in on the design plans and another 8 came Monday to voice their opinions and hear the concept laid out by neighborhood activist Bob Granger.

Larry Bingham, The OregonianMany residents hope work on the intersection will include a memorial, perhaps such as the one that exists now outside US Bank, to Eddie Morgan. The Cully man was a longtime fixture on the street, and was tragically gunned down in 1995.

"We identified this intersection as a place that could be a center of the street and a centerpiece to put more focus on the street to make it more pleasing and friendlier," Granger said during the presentation.

Consensus is building around a theme to paint murals on the southern wall of Doggy Business, a day care, training and lodging facility, and then continue the mural across 42nd Avenue on the northern wall of The Spare Room, a lounge. The mural will most likely be an abstract tree design, with long waving limbs and drifting leaves. The leaf motif could be painted on the sidewalk.

Residents at the two open houses also liked the idea of depaving the sidewalk outside Popina Swimwear and Wilshire Dental and replacing it with a park-like area that might include plantings, seating, sculpture, interactive rain features or a water fountain. Across the street, the parking lot at the US Bank was also looked at as a place for more green space. Designers are also looking at ways to revamp the area where students from nearby Joseph L. Meek Professional Technical High School wait for a city bus. More ideas tossed on the table included poetry posts, a kiosk to display the art and writing of kids in area schools, and bike parking.

Though the design is being tweaked, one thought gelled. Many at Saturday's meeting want the area to contain a memorial for Eddie Morgan, a mentally handicapped man who wandered the street and gave businesses a daily weather report until he was murdered in a drive-by shooting in 1995. The case was never solved but a small plaque outside the US Bank currently honors his memory.

Planners say the money pledged in the Main Street application process has shown them what might be available of to the project. Business owners at the four corners will have ultimate say on the intersection's design, Granger said, because the corners are private property.

The next step is to take the rough plans to an architect and then bring back the drawings to the community. The Village Building Convergence program won't provide any funding but will guide the process, give technical support involving everything from fundraising to city permit regulations, and keep the program on a timeline.

Update on PDX South Runway Improvements

PORTLAND, ORE. (March 30, 2011) - PDX begins final runway improvements

April 4th

Portland International Airport neighbors should expect some changes when construction resumes April 4, beginning the completion of major runway improvements.

The work is the third and final phase of a three-year runway rehabilitation program that continues through early October. This phase will completely reconstruct the airport's south runway, worn by years of aircraft use. In 2009, the Port of Portland rehabilitated the north runway, and in 2010, extended the north runway from the former 8,000 feet to 9,825 feet. The longer runway is now capable of accommodating the larger aircraft departures when the south runway closes for reconstruction, keeping the airport fully operational.

Increased flights over some airport neighborhoods are expected during the south runway reconstruction, because many aircraft that would normally use the south runway will now temporarily use the north or crosswind runways. In particular, the increased use of the crosswind runway will increase the number of flights over neighborhoods south of the airport.

Increased use of the crosswind runway is necessary, because the north runway alone cannot accommodate all PDX flights when the south runway closes. Furthermore, the location of some airline operations on the south side of the airport will mean that the crosswind runway will see use by larger-than-usual passenger propeller aircraft to prevent taxiway gridlock leading to the north runway.

"While we've tried to design our runway projects in a way that helps limit aircraft noise impacts on our neighbors, we greatly appreciate their patience during this vital construction work," said Steve Schreiber, Port aviation director.

A partial opening of the south runway is planned for six weeks of the project from approximately mid-July to the end of August. The change will facilitate aircraft movements during the reconstruction of the intersection of the south and crosswind runways. Closure of the crosswind runway at that time will ease related aircraft noise impacts. To limit aircraft noise impacts at other times during the project when the crosswind runway is open, jet use of the crosswind runway will remain restricted to times when wind or other operational conditions require; and late-night propeller aircraft will use the north runway when possible.

Like the last two construction seasons for the north runway, many activities involving the Port and the PDX Citizen Noise Advisory Committee are planned this year to let the community know about the south runway reconstruction, temporary flight changes and expected aircraft noise impacts.

Information sharing venues will include www.pdx.com, e-mail notifications, advertising, postcards to airport neighbors, neighborhood meetings, large community events, Port and neighborhood publications, letters to new area residents, Facebook and Twitter.

So much has happened this first year of the market! A big thanks is due to everyone that made it such a success—vendors, volunteers and patrons alike! We have made many friends and learned many lessons about how to make a new market work. Community members in Northeast Portland’s Cully neighborhood will soon collaborate on a plan to enhance their neighborhood business district. Beginning this month, the Bureau of Planning and Sustainability (BPS), in cooperation with the Bureau of Transportation, will engage with Cully folks to plan for the future of Cully Boulevard Main Street. Development of a local street plan for the neighborhood is also a key component of the project.

This one-year project will help create more neighborhood-serving commercial development, such as shops, restaurants and other amenities and services. The project will conclude with a report with zoning recommendations for the Cully Boulevard Main Street area and a local street plan. The street plan will identify opportunities for future street connections, ideas for new local street designs, and the community’s prioritization of local street improvements with ideas for funding. The report with recommendations will be presented to the Planning and Sustainability Commission and then to the City Council at public hearings in Spring 2012 for final action.

The Cully Main Street and Local Street Plans project implements high priority actions desired by the community that relate to economic development and improvements to local street infrastructure. An outgrowth of the Cully-Concordia Community Assessment Report and the Cully-Concordia Community Action Plan, this project addresses some of the key issues and opportunities to improve livability for residents, especially families with children. The bureau’s northeast district liaison worked closely with diverse community and agency stakeholders in the Cully (and Concordia) area for the past few years to develop the assessment report and action plan, and in 2008, City Council approved both.

The Cully Main Street and Local Street Plans project is funded in part by a grant from the Oregon Department of Land Conservation and Development’s Transportation and Growth Management Program.

Community groups help recruit Cully neighbors for Clean Energy Works Portland - August 13, 2010

Over 300 residents from Portland’s Cully neighborhood gathered at Rigler School in early August to learn about the “Changing the Climate in Cully” initiative. As part of the Clean Energy Works Portland (CEWP) residential weatherization retrofit program, homeowners who choose to participate in the Cully neighborhood project will improve the comfort and value of their homes, save energy and create family-supporting jobs in the community.

Sponsored by Metropolitan Alliance for Common Good (MACG) and a coalition of other community partners, the event — which also featured free ice cream, music, games and family entertainment — marked the kick-off of the neighborhood-led initiative. Homeowners in attendance learned more about home weatherization and many signed up on-the-spot for an energy audit assessment. Through outreach and volunteer activities such as door-knocking and house parties, MACG’s “Changing the Climate in Cully” effort will retrofit 100 Cully homes by the end of the year.

"Portland is known for our dynamic and livable neighborhoods. Thanks to the organizing efforts of groups like MACG, homeowners in neighborhoods like Cully, Lents and Interstate are getting involved and taking advantage of programs like Clean Energy Works Portland,” said Mayor Sam Adams. “This program helps homeowners reduce their energy use and costs, puts Portlanders to work at clean-tech jobs, and helps our city meet our climate action goal of reducing carbon emissions 80 percent by 2050. This kind of grassroots activism exemplifies the best spirit of Portland."

To begin with, the program will create 17 new jobs, while sustaining another 16. In order to provide the highest quality work for Cully customers while ensuring the most valuable job creation, six small local construction contractors and workers from LIUNA (Laborers International Union of North America) have teamed up to perform the weatherization retrofit work. This guarantees living wage jobs and healthcare benefits for all workers employed on the project. With a new breakthrough weatherization training program, LIUNA is providing training and credentials in highly skilled jobs as weatherization installers and supervisors. In addition, subcontractors representing three trade union locals (Sheet Metal Workers Local 16, Electrical Workers Local 48 and Plumbers & Pipefitters Local 290) will be performing specialty work on the project.

Earlier this year, the U.S. Department of Energy awarded the Bureau of Planning and Sustainability a $20 million “Retrofit Ramp-Up” award to weatherize thousands of homes and commercial buildings statewide through an expansion of the pilot program Clean Energy Works Portland. “Changing the Climate in Cully” is part of that larger CEWP Program, which has already retrofitted 158 homes in other neighborhoods and has another 228 homes in progress.

In the coming weeks, MACG’s Cully neighborhood volunteers will talk to their neighbors about the project, organizing house parties and community events to bring Cully residents together around this exciting opportunity. Outreach activities will wind down at the end of September, with the 100 home retrofit goal to be reached by December 2010.

Hello neighbors & members of the Cully community,

We are working hard in anticipation for the Cully Collective Market's opening day on Saturday, July 10th! Although we open the market in just one short month, there is still at lot to do to ensure that our community market becomes a place to access fresh, healthy, affordable food, to meet our neighbors, and to provide economic opportunity in our neighborhood.

And that's where you come in! We are looking for a few good volunteers to lend their time and skills to make our market a reality. Here are a few ways you can get involved before the market starts, as well as ways to help on Opening Day:

Market Day Volunteers: We are looking for a group of committed individuals to help staff our Saturday markets. Responsibilities include help with set-up and/or clean-up of the market, directing market-goers and answering their questions, and running the Cully Collective Market info booth. We’d love it if you want to stay for the entire time (8am-2pm), but we are also looking for folks who are interested in taking 3 hour shifts (8am-11am or 11am-2pm).
Community Space & Events Coordination Volunteers: On market day, we hope to have music, community workshops, a kids' play area, and a venue to exchange ideas at the market (such as a community board, space for conversations, etc). If you have experience and/or an interest in a particular area of the Community Space, we'd love your help! Event coordination experience is a plus. We'd like your help finding arts, music, culture, and educational opportunities within our community to showcase at the market.
Outreach Volunteers: We need individuals to help us get the word out about the Cully Collective Market! We’re looking for folks with interpersonal skills and the desire to meet their neighbors. People with good phone skills who are comfortable with making phone calls and people willing to knock on their neighbors’ doors would be a good fit. Language skills (Spanish, Somali, Russian, Vietnamese) are a plus. Past outreach activities have included canvassing efforts for a neighborhood-wide survey and flier creation and distribution for a large community meeting. We are also looking to do some kid-focused outreach, so if you have experience with children as a parent or teacher, we’d love your input!

To volunteer, just send us a quick email with your name, phone number, and email address, what skills you'd like to offer, and what kind of volunteer opportunity interests you and we'll be in touch with you as soon as possible. In addition to our volunteer opportunities, we are looking for individuals to participate in the market at our Community Tables or as an Anchor Vendor. In 2009 Madison High School participated in the Village Building Convergence for the first time. The project was to build an outdoor classroom to serve the school and the bountiful new school garden as well as creating a space for the adjacent community garden participants to seek refuge for the winter rain or summer sun. With the help of City Repair, local builders and designers, many students, teachers, parents, and many different community members, phase one of this project was completed with great success!
A large outdoor classroom with beautiful natural round timber poles and hand-sculpted cob walls now sits at Madison High School, surrounded by lush gardens. With an eco-roof draining to a small rain garden over one half and a metal roof to harvest rain-water on the other side there are many wonderful Ecological design features demonstrated here.
And now it's time for phase two!
This year at the Village Building Convergence (May 28th-June 6th) we plan to complete this project by adding seating, chalk boards, water catchment, and bamboo awning wings! The seating will be made with straw bales and cob, stacked up to provide tiered seating for a class, sculptural cob elements to be designed and created during work parties. The bamboo awnings will be in the form of wings much like the infamous, mythical T-horse. Bamboo is an amazingly strong grass that grows fast, can be sustainably harvested and can cantilever great distances, come learn about bamboo construction with us! The dynamic awning wings will provide shelter from the sun and rain when open, and fold down to provide protection from the wind when needed.
This beautiful structure will benefit the garden program, various classes of students, and community gardeners for many years to come. Please help this project succeed by donating to it today, we have a ways to go still fundraising before the VBC so anything you can contribute would be greatly appreciated and put to good use.

2ND FRIDAYS ON FREMONT PROMISES FUN IN BEAUMONT VILLAGE

Local vendors show off their wares and attractions at 2nd Fridays on Fremont, a new monthly celebration in the Beaumont Business District. Festivities kick off at Northeast Fremont Street between 40th and 52nd Avenues from 5 p.m. to 9 p.m. on Friday, May 14. Visitors will enjoy shopping with special extended hours, food and drink specials, live music, local artists and additional vendors. 2nd Fridays on Fremont celebrations will continue from May until September, with a Holiday Season scheduled for November and December. As warmer weather nears, additional farmers' market booths are expected to join in.

Beaumont Village is gaining a reputation for its bustling, unique assortment of businesses, including custom and digital print shop services, auto servicing, and optical sails and repair. Locals point to their favorite boutiques, collectors, card and gift shops, live jazz bistro bars and wine shops, premier cuisine, and family friendly vendors. Many will offer refreshments and markdowns, with colorful sidewalk displays. First time visitors can find out more information about neighborhood news and events, such as the weekly Flea Market on Sunday, May 30. Also in May, a veteran Beaumont vendor will celebrate its 30th anniversary in the neighborhood, The Arrangement. Gift wrapping and greeting cards with a personal touch are their specialty. A Fremont Festival is planned for Saturday, August 7th.

Beaumont Village boasts a hardware store, market, florist, and children's bookstore on its friendly, small, town-style main street. With trendy shops and eateries, it's carving out its own upscale and family friendly atmosphere, suitable for strolling or exploring by bike. Coffee lovers enjoy cult Portland coffeehouses while window shoppers browse through a handful of antique shops or gift stores. Neerchokikoo Powwow: Honoring Our Youth, Elders and Sacred Land

The Native American Youth and Family Center hosts its first ever Neerchokikoo Powwow!

The Native American Youth and Family Center hosts its first ever Neerchokikoo Powwow May 14–15, 2010. The purpose of this powwow is to celebrate the purchase of the new NAYA building from Portland Public Schools on a historical Chinook village site, Neerchokikoo.

The event will kick off at 7 p.m. on Friday evening with a traditional ground blessing; later, there will be an honoring for the Northwest Area Foundation which helped to make the purchase of the building possible. On Saturday, the powwow will also include a dinner for the public and an honoring of youth and elders in the Native community.

Powwows include Native American dancing, drumming and other opportunities to experience Native culture. At this event, there will be Native artists, vendors and food. Expect to experience Portland-area host drum Four Directions, led by Harold Paul. Dancers will be dressed in colorful regalia and will be dancing for the community.

Once called Neerchokikoo, the site on which NAYA now stands was a thriving village for the Multnomah Chinook people well into the 20th century. It had more than 126 dwellings and a year-round encampment. In June of 2006, NAYA Family Center moved to this site; NAYA staff officially asked the Chinook community for permission to make their new home on Chinook homeland.

The powwow will also include a dinner for the community and honoring of youth, elders, veterans and the Northwest Area Foundation which helped to make the purchase of the building possible.

Come check out this is a fundraiser for Rigler k-8 school which will be held on the front lawn of the school at 5401 NE Prescott. There will be many items for sale including toys, kid's clothes, household items, and furniture.

Also, we welcome any donations you may have for the sale. Get your spring cleaning done and bring your gently used items in very good or excellent condition to Rigler. Small donations (household items, kid's toys, etc) can be brought to Rigler anytime during the school day and left in the bin in the front office. Furniture and larger items can be brought to Rigler on the morning of the sale between 7:30 am and 9:00 am.

The Cully Association of Neighbors (CAN) will be having board member elections on Tuesday, April 13th. There are a total of nine board member positions, of which seven positions are open for elections. All the executive member positions, Chair, Vice Chair, Secretary, and Treasurer, are one-year terms. The three member at large positions are two-year terms. Anyone who lives, works, or owns property within the CAN boundary is eligible to be on the ballot. Please call Steve at 503-282-3251 to submit your name for the ballot or Kathy 503-252-0749 if you have any questions. Nominations are now being accepted and will also be accepted from the floor at the April 13th meeting.

Other volunteer positions that need filling are website manager, newsletter layout editor and advertisement manager.

Help guide the future direction of CAN by becoming a board member and make a positive difference in your neighborhood. The Cully Association membership strives to enhance the livability of the neighborhood. We meet to make Cully a better place to live by working together on issues and activities, connecting with neighbors, businesses and governmental agencies and have gained the respect of City and local officials.

The Gardening Forum from Wed. 31st of March took place at CNN. At this meeting a group of PSU undergraduate students asked for our help/suggestions in creating a forum to suport and promote community gardening. Among the participants were NE residents, CAN reps, PDX community gardens reps from Parks and Rec, JOIN, and the Cully market initiative. We discussed ways to make connections among neighbors and how to reach out to those that may not have easy accessiblilty to the internet. The students suggested a map to help share/connect people to private gardens/community gardens, as well as, food for donation. The team of PSU students will take what we said and start the planning of a collaborative and potentially interactive site as well as mull over ways to organize without internet to reach neighbors that are passionate for gardening and eating gardened items. The next meeting is April 15th at CNN. The students hope to have further infomation at that time as well as present what they have worked on thus far.

Reduce, Recycle and Reuse on April 17^th!

Volunteers needed for Cully Association of Neighbors Spring Clean Up!

Clean out your closets, garage and basements and bring it to the Cully Association of Neighbors Earth Day Clean Up on Saturday, April 17, 2010 from 9:00 am to 3:00 pm at Trinity Lutheran Church and School located at 5520 NE Killingsworth.

Acceptable items: Limited yard debris, wood, bulky items, furniture, appliances without cooling units, cell phones, electronics, mattresses, tires, carpets, rubber and metal, and block styrofoam.

NON Acceptable items: Hazardous waste, gasoline, chemicals, oil, paint, tar, animal waste and liquids of any kind or under the sink garbage. Also these landscape and building materials: Concrete, asphalt, dirt, sod, cement, sand, gravel, roofing and asbestos materials.

Fees: Car-$7, Van or SUV-$15, Pickup Truck-$20 and up with additional fees for oversized loads or trailers. Tires are $3 on rim and $2 off rim. Computers, monitors and TVs under 36" will have an $8 donation request, other electrics and electronics $2. We will have an express lane for those bringing two or three items. This event is for residential vehicles only.

Recycle reusable items at the "You Price it" miscellaneous drop-off area and/or find items you like, then price it, pay and take it home, lessening the burden on the environment! Any remaining items will be donated to The Salvation Army. The NE Emergency Food Program will be on hand to accept cases and cans of food and packaged dry food.

Portland International Airport Citizen Noise Advisory Committee will meet from 6-8 p.m. Thursday, April 8 in St. Helens Conference Room B at the airport at 7000 NE Airport Way. The community is invited and public comment is welcome.

The meeting will include discussion of committee involvement in the community outreach plan for the north runway extension and rehabilitation project, and a six-month report on the Oregon Air National Guard continuous descent approach landing procedure. The full meeting agenda is available at

The committee is the Port of Portland's official forum for working with the community on issues related to aircraft noise. Committee representatives are from northwest Oregon and southwest Washington. Technical assistance is provided by the FAA and the Oregon Air National Guard.

The 2010 Education Summit today announced both national and regional keynote speakers for the first annual event: Special Assistant to the U.S. Secretary of Education, Greg Darnieder, and 2008 National Teacher of the Year Michael Geisen. The announcement follows a year-long, regional effort led by Mayor Adams and former County Chair Ted Wheeler to create a vehicle for ongoing discussion about education in the Portland region.
Education is vital to our goal of becoming the most sustainable city in the world. The only way we will achieve this goal is through partnership and collaboration. We want Portland to be known not just as the ‘greenest’ city in America, but the most educated.
The Summit will take shape in two formats, a Town Hall dialogue on April 10^th and a Leadership Summit on April 12^th. The Town Hall serves to engage the community in a meaningful conversation about how we as a community can ensure all students have access to resources that help them graduate high school on time and go on to post-secondary education. The Portland Police Bureau has just rolled out a fan- tastic new resource for us all to use. It is their on-line Citizen Reporting page which allows residents to file police reports for certain types of crimes. Crime vic- tims will be able to submit a report immediately and will receive a copy of their report within 72 hours. A great feature to this new program is there is no fee for this report, and users should not incur delays in filing their reports. The following types of crime reports can be filed on-line:

Cully Clean Energy Pilot Project

250 Cully Households to Save Energy and Money

Caught between a rock and a hard place? With winter in full swing, your heating bills are going through the roof. But the last time you checked into fixing your home to keep the heat inside and the cold outside, you got a price tag out of this world. What’s a poor homeowner to do?

The City of Portland’s Clean Energy Works Portland (CEWP) is a pilot project to help home- owners finance energy efficiency retrofits (work such as sealing homes, replacing furnaces, and insulating) which would be otherwise unaffordable to many homeowners. CEWP is a collabo- ration of utilities, businesses, and non-profits helping reduce home energy costs and carbon emissions in Portland while creating new green jobs.

The Metropolitan Alliance for Common Good (MACG) is a broad-based community organiza- tion in Portland comprised of religious congregations, labor unions and local non-profits. MACG is preparing an application for the CEWP project’s neighborhood-based final phase.

MACG is proposing to replicate in the Cully neighborhood the SustainableWorks model used successfully by MACG’s sister organizations in Seattle and Spokane. This scalable model creates quality jobs for under-served populations, improves the environment with residential energy retrofits, and builds community participation benefits.

MACG’s SustainableWorks project proposes working with 250 Cully neighborhood families to demonstrate the value of this community-oriented approach to lowering energy use in qualified homes and creating sustainable jobs. A successful proposal could make the Cully com- munity a state (or even national) model for systematically reducing carbon emissions in entire neighborhoods.

Just to clarify, MACG's plan is only in the proposal phase. They will be competing with several other groups for the CEWP funds, but here's hoping the money comes to Cully, because we sure need it. The number of participating households has also been shaved down to 100, and they hope to lower costs for residents/contractors by having individual projects take place on contiguous blocks, where possible. The way the project will work is residents will get a free home energy audit, then will have the choice of which efficiency upgrades they'd like to include (if any); the upgrades will be funded through a low-interest loan via participating utility companies, who will then charge a monthly payment on residential utility bills. The idea is that the cost savings from the efficiency upgrades will cancel out the loan amounts, resulting in essentially free home improvements, a win win for homeowners and the environment.

Cully Blvd. Project Update

NE Cully Blvd Shifts into Third Gear

The NE Cully Blvd project design has been com- pleted. The City of Portland Bureau of Transporta- tion (PBOT) and the Oregon Department of Trans- portation have reviewed 100% of the plans and have agreed on all requirements. There is only one document—Biological Assessment—that still needs to be approved by the Federal Highway Administra- tion (FHWA) before the contract is sent to bid. A new bid date is scheduled for April 6, 2010.

Meanwhile City of Portland forestry crews have be- gun removing trees that are in conflict with the pro- ject. This task will be completed by the end of January. Removing the trees prior to construction is a requirement from FHWA due to the Migratory Bird Act that requires cutting trees before March 15th to avoid destroying nests of migratory birds.

Once trees are removed and cleared out of the way, private utility work will commence. There are several utility poles that will need to be relocated: PBOT has had several meetings with the utilities to review the project and the new location. Utility work will probably start in February and will continue for approximately two months.

PBOT will schedule a pre-bid meeting on-site to meet with the potential bidders and explain the pro- ject. Although there is no date set, it is expected to be sometime in February or March. Construction will probably start in May or June of 2010 and is scheduled to last approximately one year.

The project will include two vehicle lanes, parking where feasible, sidewalks, storm water swales, traf- fic signals, illumination and the first cycle track ever built in Portland. Thomas Cully Park Update

We Portlanders Love Our Parks, Richard Gunderson, CAN Parks Board Member

How many of us learned to swim at a public pool? Where do we take our children in the summer when it’s blaz- ing hot outside? Where do we go when we want to get away from the bricks and mortar of our neighborhoods?

Many people in Portland go to a neighborhood park or swimming pool. But where do we go in Cully? Portland Parks & Recreation has many urgent needs – we need upgrade work facilities so they are safe and appropriate, we need to repair worn out play equipment and pool mechanics, and we need to provide parks for neighborhood like Cully who have none. How do we meet these needs?

One way to meet these needs is to go to the voters and ask them to support a bond. We recognize that this may be a challenge. The economy is bad, jobs are uncertain, families are financially stressed. Is this the right time? We think so, but we want to be sure.

Some Portland neighborhoods, like ours, have no access to a neighborhood park to have activities like picnics or walks. Portland Parks and Recreation would like to develop Thomas Cully which has already been master planned. This park would provide soccer and baseball fields for youth and an area for community activities such as picnics and cultural festivals. This park would be a showcase park because the property was reclaimed from its former life as a garbage pit, and because it has beautiful views of both Mt. Hood and Mt. St. Helens.

Portland Parks & Recreation will be spending the next several months talking to neighborhood and community groups. Our goal is to make sure we fully understand your needs and priorities before we ask for your support.

A Parks & Recs rep spoke at the last CAN meeting and it appears that they are seriously considering placing a ~$200 million parks bond on the November ballot, which would fund the creation of several new parks, the construction of a SE community center, and would go a long ways towards clearing out their extensive maintenance backlog. The total cost to Portland residents would be approximately $8/month, declining over the life of the bond. Seems like an acceptable amount, even in the current economic climate, for providing equitable access to parklands and maintaining those already in use.

F-15 Overhead Flights to Resume

Spring is right around the corner, which means that the weather conditions will become conducive for the Oregon Air National Guard (ORANG) to use the Continuous Descent Overhead Approach (CDAOH). This procedure has an F-15 bank and descend at low altitudes in a circular pattern and landing at the Port- land airport. During the testing period last year, the noise from the F-15’s was noticeably louder for some neighbors especially when the F-15 drifted over the neighborhood. Neighbors will again ob- serve the ORANG F-15 aircraft using this procedure when landing at the Portland airport on clear days with westerly winds.

This CDAOH can only be used Monday-Friday, 9 am to 5 pm with westerly winds and a greater than 5,000ft ceiling and 5 miles visibility. There is a two jet maximum formation using only runway 28L.

The Port is encouraging ongoing communication with the public and especially those communities and residents impacted by PDX. Noise Management will provide a 6-month report this Spring to the Citi- zen Noise Advisory Committee quantifying the number of CDAOHs flown and the number of com- plaints submitted. Sacagawea Park Update

WHAT's NEW at SACAGAWEA PARK Sandra Burtzos

Portland Parks & Recreation (PP&R) is currently working on the interim improvements project for Sacajawea Park!

The addition of the northern 3.3 acre undeveloped parcel to the existing southern 1.5 acres creates a much larger overall park. Incorporating input from the Feb. 26 2009 public meeting, the design incor- porates approximately 1,800 lineal feet of new soft surface pathway around the perimeter of the site and a 1.5 acre fenced off-leash dog area.

The construction work is being implemented in phases. Last fall, the northern portion of the site was graded through a generous donation by Steve Yett of Porter Yett Co. and then seeded by PP&R. Because no permanent irrigation system will be installed, it was important for seeding to take place in the fall to optimize germination. The turf grass selected for this area is not an irrigated fine lawn like exists in the southern portion of the park, but rather is a drought tolerant grass that requires minimal watering and mowing. With the non- irrigated seeded areas, park users can anticipate the off-leash dog area being a little dusty in the summer and the potential for muddy conditions in the winter. The next phase of the project will occur this spring with the development of the pathway, off-leash dog fence, and elimination of the row of arborvitae and fencing that currently separates the north and south portions of the park. Some trees, trash receptacles and benches will round out the current project.

Cully Co-op Housing Project Proposed

Co-op Development Proposed Steven Yett

Developers Eli Spevak and Zach Parrish have applied for a pre-application conference regarding their 16 living units development called Cully Grove. This development located on two undivided parcels at 4745 and 4821 NE Going, is expected to be its own community with 5 single dwellings, 4 duplexes, one triplex, a community building, garden areas and a small outdoor play area. The “planned development,” as classified by the City, will be accessed by a private street with 18 open-air parking spaces.

Speaking at the January 12th CAN meeting, Mr. Spevak and Mr. Parrish explained their vision of Cully Grove as a group of privately owned living units ranging between 900 and 1,300 square feet with private back yards and covered front porches that would serve as transition zones between private and public areas. They intend to be using various green building features and to sell the units for around $300,000. The vision statement describes Cully Grove as “a co-operative governed community in the Cully neighborhood where a diverse group of people share physical and social space, and where the development, decision-making and day-to-day operations of the community reflect our core shared values.” Residents would be bound to rules set by a home owners association.

There is a pre-application conference scheduled for February 17 at the Bureau of Developments Services, where there will be an exchange of information between the applicant and the city. The next step will be a public planning hearing with an opportunity to give input on this project. If any appeals are filed about this development, there would be a hearing in front of the City Council. Mr. Spevak may be contacted through his website at orangesplot.net.

Concordia Easter Egg Hunt

The Concordia Neighborhood Association is holding its annual Easter Egg Hunt for children up to 12 years old, at 10am sharp April 3 at the west end of Fernhill Park at 37th Avenue. There the children will be divided into age groups and, at the appointed hour, sent to gather plastic eggs filled with either candy or certificates good for prizes. Remember, though, that when the Concordia folks say 10am sharp, they mean it; and once the hunt starts, the eggs disappear fast. Don't disappoint your little one by showing up late.

Noise Training Workshop 2/26/10

The Port of Portland will be hosting a Noise Training Workshop on February 26th which will provide a basic overview of airport noise management. Topics to be covered include:
1.     An overview of airport operations
2.     How sound is measured
3.     Noise impacts
4.     Noise regulations
5.     Strategies for mitigating noise impacts; and
6.     An overview of the PDX noise management program
The training will take place on Friday, February 26^th from 2PM-5PM. Following the 3 hour class, weare offering an informal question and answer session which will include both the trainer and Port Noise Management staff to answer questions.   The training will take place at Portland International Airport in the St. Helens Conference Room.
In addition to offering this training to member of the Noise Working Group, we will be extending an invitation to other interested stakeholders. In order to ensure we have adequate seating and course materials, we are asking those who plan on attending to RSVP with a confirmation. Cully Blvd. Improvement Update

I recently received an update from Winston Sandino, the project manager for the Cully Boulevard Street Improvement project.

Yes, the project got delayed. The new schedule is to cut and remove trees in January (done). In February and March all the private utilities will be relocating (Qwest, PP&L, NW Natural Gas, etc). The contract to build Cully Blvd will be awarded on April 6^th and construction will start soon after. The project will take approximately one year to complete. I will send an update (via postcard) when we know who will be awarded the contract.

Let's hope this doesn't get pushed back even further, as it would really do a lot for revitalizing the neighborhood.

PROPOSED AMENDMENT: The Immediate Past-Chairperson shall be a director of the CAN. This officer shall assume an advisory role to assure continuity on on-going neighborhood business. This is a voting non-elective office, the term of which shall not exceed one year.

If above motion is passed, the following proposed amendment would also be voted on - amend Article V, Section1 Composition of Board: to add an Immediate Past-Chairperson who is also the Immediate Past-Chairperson and a voting non-elective officer serving one year.

PROPOSED AMENDMENT: Request for CAN funds may be made for projects or activities that will benefit the Cully neighborhood, but not for private or personal use.

Amendments will be voted on at the March 9, 2010 CAN meeting.

For the past several years, Rigler School has suffered from extreme overcrowding. The problem is getting worse each year as we continue to add new students, and more families from the neighborhood opt to attend their neighborhood school. The problem is compounded by the recent transition from an elementary school to a K - 8, as well as the ever increasing population density that we have seen through infill and the development of multi-family housing. The school is so crowded that some classes are literally being held in hallways and closets. We have enough students for four kindergarten classes, but because of a lack of space, we only have three extremely large classes. One of the first grade teachers has 28 students in her class! Our cafeteria serves close to 600 students, yet it is the smallest in the district. Because of the lack of cafeteria space, we have four lunch periods and students only get 15 minutes for lunch so the next wave of students can get in. We also do not have a space large enough for our whole student body to gather and our all-school events suffer because of this. Also, when it is raining outside, sometimes children are being put in front of the television in the auditorium because there is nowhere else for them to go.

This is a exciting opportunity for members of the community to hear from concerned parents, teachers and staff about the space issues at Rigler, and to hear about our proposed solutions. We encourage parents and members of the Cully Association of Neighbors to attend.

Update on Cully Blvd Improvements

"As part of an improvement program for Northeast Cully Boulevard, the city will install a traffic light in place of the existing five-way stop at the intersection of Prescott Street, transportation planner Winston Sandino told the Cully Association of Neighbors last month. Next year they will also repave the street and install cycle tracks, putting bike lanes between parked cars and traffic, he said. While the work is going on, Cully Boulevard will be made one-way between Prescott and Killingsworth streets, he said."

She proposes a bike or hike trail from Northeast Marine Drive to Willamette National Cemetery at the base of Mt. Scott. Along the way it would touch on Northeast Cully Boulevard, Colwood Golf Course, the International Business District, Rose City Park, the 60th Avenue MAX stop, the west side of Mount Tabor, Lents Town Center, and the Springwater Corridor. So far, she says, she has received endorsements from Rose City Park, Central Northeast Neighbors, Native American Youth and Family Services, Immigrant and Refugee Community Organization, the PDX International District Business Association, and officials at Metro and the Portland Bureau of Transportation."

The people present were:
Carmen, Paige, Antonio, Anabertha, Carrie, Jorge, Cheryl, Nat, Richard, and Joy. A group of 13 women from the Hacienda community also sent a list of questions with Paige.

Action Items
1. Jorge will contact Mona and ask her how best to bring word of our project to the Somali community in Cully, and get back to Joy or others.
2. Joy will ask Kelsy to contact NAYA
3. Joy will type and post all the survey questions we came up with, along with the groupings we found, and email them to the group.
4. Carmen/Everyone will share the list of questions with people who have attended past meetings or who don't have email.
5. Nat will look into community print house options
6. Everyone will come up with ideas about how to distribute the survey and bring them to the next meeting
7. Everyone will come to the next meeting with written ideas of goals for the survey, which we will translate and put on paper.
8. Everyone will come with ideas of how the survey should look, written down.
9. ??? Look into obtaining language of residents data from CNN.
10. Everyone Next meeting is Monday, November 30 at 6:15 PM at Ortiz Center. Joy will be responsible for facilitating (in addition to participating), and Jorge will be available to close the building.

New Contacts
1. Carrie's housemate, Nat came. He volunteers with Growing Gardens and is a Cully resident. He's interested in how this project can overlap with other things he's involved with.

2. Richard found out about us through Carrie, due to his past participation in CNN. He's into Environmental Health and Voluntary Simplicity.

3. Joy contacted Harvey Scott's and the Community Transitional School's principles. Anabertha has ties into Harvey Scott and Rigler and will be able to help us connect with those communities as well.

4. No one has specifically contacted NAYA yet, so Joy will ask Kelsy to do that.

5. CNN suggested we contact Mona, who works at Hacienda, to connect with the Somali community. Jorge thinks they have a regular sewing circle which is all women and we might want a woman to approach them at this event. He is going to ask Mona how we can best reach out to their community group.

6. We talked about whether the market really had to be only May - September. It seems we will want to start in May, but a lot of crops are in season later, and we may be able to find a space that will work through the Fall.

Survey
1. We worked together to create a large list of questions, some of which were provided by a group of women who couldn't attend but sent their list with Paige. All of the questions were written on large pieces of paper and translated both in Spanish and English. We read through all the questions, then grouped them according to the themes we discovered.

2. The themes we discovered were:
- Outreach - looking for contact info, who wants to be involved and how?
- Access - where do people go, and how do they get there. What will make the market accessible?
- Vendors - What do you want to sell?
- Customers - What do you want to buy, what experience do you want?
- Habits - What do you do now?

3. We have a lot more questions than can fit on one survey. We talked about different ways to narrow down the questions, and decided we'd think about what goals we have and what kind of information we need to get for the next meeting.

4. We decided the survey will need a small explanation of who we are and why we are surveying people. Carrie has a draft.

5. We decided that the questions should be on a separate or detachable part of the form, so that if someone wants to be involved that is not something that we see along with personal information they may have included on the survey.

6. We discussed the likelihood that we will want to have a separate process for people who express interest in becoming vendors, possibly involving another survey, and meetings to come up with the regulations and business model for vendors.

7. We talked a little about how to get the survey distributed so that people will receive it in their native languages. There is a CNN database with data for everyone in Cully. We need to look into process of being able to access that data.

Notes from November 17, 2009 meeting of the Cully Neighborhood Market Planning Group
6:30 - 8:00 PM scheduled, at Hacienda Oritz Center

Outcomes:
1. Next meeting is set for Monday, November 23rd, from 6-8 or 6:30-8:00.
ACTION ITEM: Bob New will find out if we have the Hacienda space for the meeting, and find space if not, then contact Joy Ceilidh with the finalized information.
ACTION ITEM: Once Joy has the information, she will start the phone tree so that all participants will know when and where to show up.

2. Agenda for next meeting:
- Review a list of survey questions for the broader Cully Community
- Create a list of questions regarding our vision and attempt to answer these questions
- Set deliverable for the next meeting, assign people to finalizing survey and making a plan for getting it distributed and collected.
ACTION ITEM: Everyone create draft of survey for neighborhood - Joy will compile
ACTION ITEM: Everyone come with questions about our own way of working together/end goals

3. Rachel and the professional translator will not be available at the next meeting. Paige will interpret.
ACTION ITEM: If anyone knows someone who can interpret and would like to be involved, it would be great to invite them to be a part of the process so it doesn't all fall to Paige all the time!

4. Joy volunteered to act as Project Manager for now. Some concerns are:
- Joy only understands a small amount of Spanish (but would love to learn!)
- If the project is going to be heavily swayed by funding stake-holders and vision changed because of that it may not be a good fit in the end.

5. We agree there should be a board that is committed to the project and who can regularly attend. This board should include but not be limited to partners in the community such as (potentially) NAYA Family Center, Hacienda, schools, and churches.

6. Contact should be primarily by phone. Joy has collected a contact list.
ACTION ITEM: Joy will bring copies of the contact list for participants at the next meeting.

Summary of Discussion:
1. Introductions - we talked about why we are involved and where we live. Many of the attendees had been at the previous meeting, there were a few new faces. All attendees are listed on the Cully Neighborhood Market Contact List, though not all phone numbers were collected.

2. A summary of past meetings was given, briefly.

3. We talked about what people are wanting from the market again, briefly, and experience of last year's market. Some new points:
- local small markets don't have good selection, price, or quality
- a perceived/anticipated language barrier prevented people from attending the previous mobile market
- WIC and Food Stamps need to be accepted
- It needs to be there regularly and predictably otherwise people won't go because they haven't planned to go

4. Discussion of whether we can get better food into local existing markets.

5. Discussion of open air markets being able to offer more variety, since there isn't an owner in the way. The idea of gardens in the community, sourcing the market from people's yards came up again.

6. The zoning question has an answer according to Bob. Food can be grown and sold so long as it is not sold on residential property. The main concern will then become food safety regulations (federal, statewide).

7. Trinity Lutheran Church has 75 garden rows available for families to garden, and that there are other groups in the community that are interested in doing the same kind of efforts, and we should find out who they are. We could also get a yard share going in the community. This is focused on the idea of growing and providing food for the market locally rather than sourcing from farmers. Ecumenical Ministries is one such group. Others have approached them.

8. The idea of working more as a small cooperative at first, then using that as a model for future growth/other cooperatives forming was raised.

9. Locations are discussed. The Transition School seems like an ideal candidate. Also, the idea of having the market at different schools/churches on different days is brought up, or focusing on a visible locations in subsections, for access in our large Cully neighborhood. The Eastern part of Cully is less served so possibly a priority.

10. Some discussion about issues with dealing with Hacienda on a community level are discussed. Getting the grass area changed so kids could garden on it was not allowed, but perhaps a stronger coalition could get approval for using the space. The tamale program requires a lot of paperwork. The group defending rights, Vecinos en Elerta has had trouble getting support from Hacienda.

11. We discussed the group process. Feeling a need for stronger leadership and more actual planning. Discussion of trying to solidify a common vision right away so that we can plan backwards and set deliverable. Need to have a single point of contact to make sure that the information is tracked and distributed.

Here are my notes from tonight's meeting. It would be cool if others want to post their notes, too, translate mine into Spanish, and/or post feedback about the meeting or the ideas raised.

1. We brainstormed ideas for a location for a Farmer's Market:

- Sugar Shack - get it closed down and take over the space, use the parking lot

- Transitional School - would need to talk to the principal

- Stop & Go corner at 57th/Cully/Prescott - traffic is still too fast and scary

- Rigler - there is not a good bus line that goes there

- Empty lot at 72nd and Killingsworth where the apartments were torn down - need to find out who owns it and ask

- Parking lot where Taqueria used to be on Killingsworth

CURRENT ACTION NEEDED: The most promising ideas seem to be the Transitional school and the Parking lot where the Taqueria was, so someone needs to follow up on those locations and see if there is a chance they would be available.

2. Many people in the community will want to use the market as a business opportunity. This is tricky because many people will want to sell the same products and we don't know how that maps to what the customers will want. Another issue is that the original vision for this project was "Farmer's Market" - focused on fruits and vegetables - which is different than what people think of as a mercado, which is more like a flea market and usually indoors. This conflict of expectations was an overwhelming challenge for the past attempts by Hacienda to make a Farmer's Market in Cully. To work on these issues we decided we need:

- Community outreach so more neighborhood people can be at the meeting

- Fliers about the next meeting in Somali, Spanish, English, Vietnamese, Russian?? distributed through schools, churches, community center, door to door, etc

- Everyone to tell their neighbors to come to the next meeting

- Notice put in the Cully Newsletter - due by November 4th?

- A visioning meeting that is more facilitated than the meetings so far, with an agenda, facilitator, and language interpreters

- Get on the radio - KBOO and other stations

- Don't frame it as a business opportunity when getting involved - this is focused on what people want to have access to in our neighborhood

CURRENT ACTION NEEDED: Everyone tell everyone you can about our next meeting, get started on survey questions, someone make and distribute fliers

3. Some brainstorming ideas for how to run the market:

- Language interpreters as part of the staff, present when the market is open.

- Half farm stands and half vendor stands (prepared food, blankets)

- A lottery for who gets vendor stands

- How to make sure the vendors who have stands meet code

- Barter system for vendors and customers to do trade without money

- Subsidies for Oregon Trail Food Stamp matching and keeping costs low

- Work as co-op where founders take on risk together and share reward

- Can this tie in with Allan Polito and Verde's effort for a Cully business area? (probably not was said)

- How does this tie in with existing laws - if we have people bringing products from garden, food they grow... maybe we just do it and try to get the laws changed

CURRENT ACTION NEEDED: look into related laws and let the group know

4. How do we work as one team, cross-culturally?

- Everyone at the meeting has needs, many of them are the same, regardless of background

- We are all living in the same neighborhood, we are one group

- Work in groups including some people who can interpret between languages

CURRENT ACTION NEEDED: get more multi-lingual people involved, get to know each other personally

5. Separate idea people are thinking about:

There is a lot of land in Cully and a lot of people who don't have garden space but would like to - let's match each other up!

Plan Corridors include continuations of some of these routes: Northeast Sandy Boulevard eastward from Hollywood to 122nd Avenue; [...] North and Northeast Killingsworth Street from North Greeley Avenue to Northeast Sandy Boulevard; [...] and Northeast and Southeast 82nd Avenue from Southeast Foster Road to Northeast Killingsworth Street.

The Comprehensive Plan Corridors are basically the "second tier" streetcar projects the City of Portland is considering, which would be built as extensions of primary lines originating from the inner East-side and going up MLK and Sandy Blvd. Having a streetcar line running right outside Helensview would do a lot of good for this area, sparking re-development, increasing transit options, and raising our home values. The trick for the City is to do this without increasing the more negative attributes of gentrification of the neighborhood.

Home Winterization Workshop

Noticed how quickly the cold snuck up on us? Learn how to keep it out.

Participants find out how to implement simple measures to lower home energy use and learn how to install effective winterization materials in their homes using only basic tools such as scissors and screwdriver. Each participating income-qualified Portland household receives a free kit of materials worth over $150. Each kit includes reusable vinyl storm windows, door weatherstripping, pipe insulation, a compact fluorescent light and more. Winterization materials available for purchase for folks not eligible to receive a free kit - they can purchase materials from CEP. Money from the purchase goes to fund our programs.

Class is limited to 20 participants. Come in to the library to sign up. You do not need to be a member of NEPTL to attend this class.

The class is FREE but a $5 donation is suggested to support the ongoing work of NEPTL.

The Community Energy Project provides optional follow-up visits for interested workshop participants to answer specific questions on installation of workshop materials. They also ask for feedback from participants which help us to continually improve our program.

Putting Your Garden to Bed a Northeast Portland Tool Library Workshop

Saturday, October 24, 2009. 10 to Noon

Vernon Elementary School Garden

The planting season may be over, but that doesn't mean your gardening work is done! How you clean up and prepare your garden for winter can make a big difference in next year's crop.
Come learn how to "put your garden to bed" while supporting neighborhood schoolchildren. In this hands-on workshop, we will winterize the garden beds at Vernon Elementary School at 2044 NE Killingsworth Street (right across from the Tool Library) with tools, supplies, and expertise provided by NEPTL and Sandra Galli of Buffalo Gardens.
Bring work gloves and weather-appropriate clothing!

Trim, cut and pull out dead or dormant plants
Revitalize depleted soil with compost and fertilizer
Use cover materials to lock in nutrients and protect from frost
Plant winter-hardy crops for a year-round harvest
Receive a handout detailing materials used and their costs

Course instruction is FREE, although a donation of $5 is requested to support the ongoing work of NEPTL (Thank you!).

You do not need to be a NEPTL member to participate.

The class is capped at 30 people on a first-come-first-served basis. Sign up at the tool library.
This workshop is made possible with funding from a grant from the Neighborhood Small Grants Program of the Office of Neighborhood Involvement. Tools purchased with a grant from the Bureau of Planning and Sustainability. Thanks!

Starting November 17

WHAT:

Community workshops organized by the City of Portland to discuss ideas around the Portland Plan. The Portland Plan will be our City's strategic plan for the next 25 years, ensuring that Portland is a thriving and sustainable city and our people are prosperous, healthy and educated. Residents are invited to these workshops to work together with the City and their neighbors to discuss challenges, define priorities and guide investments for the future. Join me on Cully Neighborhood Farmers' Market Committee for 2010.

Our next meeting is this coming Monday, Oct. 19 at the Baltazar Ortiz center located at 6736 NE Killingsworth at 7pm.

Parking available on street and on at the leasing office parking lot at the corner of Cully and Killingsworth.

Refreshments will include tamales donated by the Micro Mercantes.

Interested in making a difference in kids lives in your neighborhood?
Harvey Scott SUN needs you!

It is the first year that Harvey Scott K8 will be having a SUN program (Schools Uniting Neighborhoods). The SUN Initiative brings together city, county and state resources with school districts, parents and neighborhoods. We are in the process of building our program from the ground-up by working with Scott's strong community to provide after-school programming; family events; educational opportunities for adults and support Scott's community engagement work.

Currently we are seeking volunteers for our after school programming. Our program runs Monday through Thursday between 2:30 and 5:30.

Volunteer as a Tutor & Mentor. Some of our class offerings this Fall include Taekwondo, Juggling, Cooking 101, Breakdance, Art, Soccer and much more.
